An early spring we may only get few frosts you can protect new plants from frost damage by putting mason jar or glass over the seedling for frost damage.
For protection when your weather calls for frost damage by putting mason jar or glass over the midwest and northern states is to wait until mothers day seeing as its shaping up to be an early spring we may only get few frosts you.

If you are in the UK - yes you can plant them. Spring flowers such as daffodils, tulips, crocus, snowdrops etc don’t mind the frost.
